Houses
Saffron has 29 deeds and will never issue another one: 26 houses and 3 shops. Once they run out, the only way to get one is to buy it from another player.
The deed is the item
Whoever holds the deed (backpack or depot) owns the house. There is no separate registry: if the deed changes hands, the house changes hands with it.
Practical consequence: listing the deed on the Market takes the house away from you while the listing is up, along with everything it grants (the School slot, for instance). Cancel the listing and it comes back.
The tiers
Tier comes from the real size of the lot, measured on the map.

The first sale belongs to the city, in Safira, at the VIP Shop. After that the house is yours to resell on the Market, in gold or Safira, at whatever price you want.
A shop costs more than a mansion on purpose: a shop earns income.
What a house gives you

Utility chests (storing things at home)
Pieces of the chest family (chests, dressers, wardrobes and the Prestige Ark) add storage slots to your stock. Each house has a slot cap by tier, and the piece must fit whole:

A common piece is worth 2 slots, a pretty one 4, a rare one 8 and prestige 30. That is why the Prestige Ark fits 1 per house, and only in a manor or a mansion: it does not fit in a small house or a house, and in a mansion 20 slots are still left for smaller pieces.
The Pokémon Cottage (1) and the House Incubator (1 in the small house and the house, 2 in the manor, 3 in the mansion) are also capped per house.
Residents
How many pokemon can live in your house depends on the tier and on the number of floors: each floor adds 2. The minimum is 2 and the cap is 10.
In Saffron that works out to: single-floor small house 2, two-floor small house 4, single-floor house 4, two-floor house 6, manors 5 to 9, mansions 8 to 10.

A mansion becomes a breeding house. A shop is a business, not a breeding house.
Door
Three states: only you, guests (you pick them) and open. Shops are always open, because a locked shop sells nothing.
The tax
Every house and every shop pays a monthly amount in Safira:

- The sheet warns you 15 days before it is due, and that is when the registry starts accepting payment.
- Once overdue, you have 60 days of grace.
- Past that, the property goes back to the city and someone else can buy it.
