Ascension Altar
The Hall of Veterans gives a destination to a pokemon that reached level 100. The Ascension Altar gives the opposite: a restart. A pokemon you took from 1 to 100 can go back to level 1 and earn a permanent Star.
The Star is forever, and it multiplies everything the pokemon already is.
Requirements

Unlike the Hall, the Altar does not require the Apex (Bond 100%) and does not refuse pack companions.
What a Star is worth

The bonus applies to every stat and enters at the base, alongside rarity, shiny and Bond. That means it multiplies rarity: +20% on an Astral is worth far more than +20% on a Common. Raising a rare pokemon from zero becomes, by a wide margin, the best time investment in the game.
What is preserved
Only the level restarts. Everything that is identity stays:
- rarity, shiny and pack seal;
- IVs, EVs and nature;
- moves, with their tiers and socketed seals;
- held items;
- Bond (you do not lose the tie you built);
- Origin Mark, nickname, skin and the level you obtained it at.

Plus Dust, which scales with the Star and with rarity. On the first Star:

On the second Star the Dust doubles, on the third it triples, and so on. An Astral going for its 5th Star pays 40,000 Dust on that one alone.
Climbing back is fast
Going from 1 to 100 again does not take as long as the first time. A pokemon below your trainer level hunts with a tailwind, and an ascended pokemon has an even stronger table than the normal one. See Experience and levels.
Where it is
The Altar tab, in the game menu. It shows up early, even for players with nobody eligible yet: you can see the path and what is missing.
